Company of heroes 2 mods wont download

I installed a new solid-state drive C : where is my operating system W7. To relieve and increase the life of my SSD I installed my personal library on the secondary hard drive. The user folder is therefore on D: and not on C. Steam is not able to me to seek information in it. It works for now. By cons, multiplayer if I go into a game with a map to dl, I can not dl. Sorry for the late edit I posted this problem on reddit and someone said to make sure your time and date are set correctly. Well, one day when checking the time before heading off to work, I noticed it was a day behind. SO, I set the right date and later that night when I came home, all my maps, tunings and senarios started downloading right from the workshop. I then tested with a new map and downloaded it right from the game.

Note: not all of the workshop content will be things you have downloaded. We all know in lobbies you will occasionally be DLing things from other players. This means you will be subscribed to other items, so you may find you have to go into the steam library from your desktop and unsubscribe from them again to reduce load times in lobbies.

You will still be able to see all the content you have downloaded, but it will stop any additional graphics downloading. I've tried to make things pretty clear, both the solution and the reasons behind it, but any questions you have I'll try to answer, albeit I am generally pretty busy.
